Mobilità Alternativa nelle
Città
Considerando l'inquinamento, atmosferico ed acustico,
delle nostre città causato dalle emissioni veicolari, e il
conseguente danno per la salute dei cittàdini, per i nostri beni
culturali e per l'ambiente;
Tenendo conto della necessità di
portare avanti gli accordi dellaconferenza sull'ambiente di Rio de Janeiro
e di Kyoto;
Giudicando il diritto alla mobilità
un fattore decisivo della vita delle nostre città , che prima
di tutto, deve trovare una risposta nello sviluppo di un efficiente servizio
di trasporto pubblico ambientalmente sostenibile;
Conoscendo il progresso dimostrato da diversi
produttori di veicoli nello sviluppo di prototipi o nella produzione di
veicoli ad emissioni non-inquinanti;
Valutando che un forte coordinamento delle informazioni
provenienti dalle città europee possa manifestare, organizzare
e programmare una domanda in grado di orientare la produzione di veicoli
meno inquinanti e, quindi di accellerare la transizione dai prototipi alla
produzione di massa;
Rendendosi conto che una domanda crescente per
i veicoli ad emissioni non-inquinanti dovrebbe permettere ai produttori
di abbassare i costi di produzione, e quindi di poter proporre dei prezzi
piu bassi per l'acquisto di veicoli ad emissione zero o quasi zero dalla
parte delle autorità pubbliche, e dagli utenti aziendali e privati,
Ammettendo che le città, nella maggior
parte dei casi, non abbiano responsabilità diretta per le
strade extra-urbane, provinciali, regionali o nazionali,
Anticipando che l'azione unita da parte delle
città, modificando così il costo della mobilità
non-inquinante, potrà influire sulla volontà delle
autorità stradali di cooperare nella estensione
delle aree che a tempo debito saranno interessate
da norme che regolano la circolazione non-inquinante,
Sapendo che il Progetto ALTER (Alternative Traffic
in Towns) implica che le città sottoscrittrici -
Concordino, appena praticabile, di rinnovare i
propri automezzi sulla base di emissioni zero o quasi-zero,
Si impegnino, dove è praticabile, a convertire
quei veicoli che hanno una vita estesa all'uso di carburante ad ernissione
zero o quasi zero,
Introducano ed estendano gradualmente aree all'interno
della propria città con accesso limitato ai veicoli
ad emissione zero o quasi-zero,
Decidano autonomamente le tipologie di veicoli
e la data a partire dalla quale si applicheranno le misure per implementare
questi tre principali irnpegni;
Si impegnino ad informare, in anticipo, ALTER-Europe
delle tipologie e del numero di veicoli che serviranno per implementare
queste misure, per far sì che la domanda possa essere aggregata
e poi trasmessa ai produttori ed ai rifornitori di carburante;
Con riferirnento al testo di cui sopra, e a norne
suo, io iscrivo formalmentela città di........................................
come partecipe agli scopi e agli obiettivi indicati, che nell'incontro
europeo di Firenze (23-24 ottobre) saranno, con l'apporto propositivo di
tutte le
città presenti, sanciti in una dichiarazione
comune.

The Declaration of Florence
on
Alternative Traffic in Towns
In view of the atmospheric and noise pollution
of our cities from vehicle emissions,the damage caused by this to the health
of our citizens, and the resulting degradation of our heritage and environment,
With regard for the need to advance the Rio de
Janeiro and Kyoto our agreements on the environment,
Appreciating, that there is continued need for
traffic to sustain the life of our cities and their peoples, and that this
need should, first and foremost, be met by the development of an efficient
and environmentally sustainable public transport network;
Recognizing the progress shown by many vehicle
manufacturers in prototyping or producing cleaner emission vehicles;
Conscious that the efficient co-ordination of
information from European Towns and cities can identify, organise and programme
a cumulative increase in demand, to enable manufacturers to plan the production
of cleaner emission vehicles and thus to accelerate transition from prototypes
into volume production,
Realising that a rising demand for clean emission
vehicles should enable producers to lower costs, and achieve more competitive
prices for the purchase of clean emission or near zero emission vehicles
by public authorities and corporate and private users,
Allowing that towns and cities in most cases are
not responsible for country, provincial, regional or national roads, but,
Anticipating that joint action by towns and cities,
by changing the cost of clean traffic, will influence the readiness of
highway authorities to cooperate in the extension of the areas to which
regulations concerning clean traffic will in due course apply, Understanding
that the ALTER (Alternative Traffic in Towns) Project implies that subscribing
cities
-
Agree, from as soon as feasible, to renew
their own transport on a clean or near zero emission basis;
Undertake, where practical, to convert those
of their vehicles with extended lifetimes to lower emission or cleaner
fuel;
Introduce and progressively extend areas
of their cities to which only traffic with clean or near zero emissions
would have access;
Decide themselves the categories of vehicles
and the date from which measures taken to implement these three main commitments
would apply;
Commit themselves to inform ALTER-Europe
of the categories and anticipated number of vehicles concerned in implementing
these measures so that the new demand by such categories can be aggregated
and transmitted to manufacturers and fuel suppliers;
With respect to the above, and on its/her behalf
hereby solemnly subscribe the town/city of to the aims and objectives
indicated above, which will, following its discussion and proposals for
amendments, provide the basis for a joint declaration to be signed by all
the cities present at the Convention of European Cities at Florence on
23-24 October

Southern Europe Leads in ALTER Project
After the launch of the ALTER project at the informal
joint Environment and Transport Ministers
Council at Chester in April, and the sending
of invitations to subscribe to the project to 1300 regions, cities and
local authorities through Europe, Southern Europe clearly is in the lead
in response to and support for the project.
Italian ALTER Lead City Florence has indicated
that Naples, Rome, Milan, Turin, Genoa and Bologna are coming in and that
other Italian cities are expected to follow suit. Florence Mayor Mario
Prirnicerio anticipates that up to 100 Italian towns and cities will support
ALTER.
Athens Prefect Dimitrios Efstathiadis expects
participation of all the major Greek cities. Lisbon, Braga and Oeiras have
come in so far and other Portuguese towns are expected shortly. In France,
Environment Minister Dominque Voynet has called for French cities and towns
to come in en masse, and the Presidents of several regions such as Orne,
Jura and Corsica are recommending the project to their towns and cities.
In the UK, counties such as East Hampshire have come in as well as local
authorities such as Bradford and Bristol. The Leader of Westminster is
recommending endorsement by his full Council, which would have major implications
for London.
Background Note:
The Alternative Traffic in Towns (ALTER) Project
aims, through joint action by European Cities, to demonstrate a demand
for clean vehicles which encourages manufacturers to shift to volume
production at lower costs.
Athens, Florence, Barcelona, Lisbon, Stockholm
and Oxford are Lead Cities for the ALTER project, and attended the Chester
launch.

Aims of the Project
The ALTER Project aims, through joint action by
European cities, to demonstrate a demand for clean vehicles which encourages
manufacturers to shift to volume production at lower costs. A fuller description
of the project in all European Union languages is attached.
Declaration of Intent
City and local governments throughout Europe are
invited to sign a Declaration of Intent to take part in the ALTER project.
The Declaration of Intent commits cities only
to the aims of the project. The means by which they
implement it will be determined by them and them
alone, for areas of their cities which they decide and on a time schedule
for different categories of vehicle which they choose.
The aim of the collective Declaration of Intent
is to transmit to vehicle producers the potential scale of the shift in
demand for clean vehicles implied by the subscription of the given number
of cities to the Declaration.
Convention of European Cities
Cities and local governments also are invited
to attend a Convention of European Cities in support of the aims and objectives
of the ALTER project which will be hosted by the City of Florence, and
to which all Europe-based manufacturers are being invited to exhibit clean
transport technologies and vehicles.
The Convention will take place in Florence on
the afternoon of Friday October 23rd and the morning of Saturday October
24th. The number of cities and local authorities subscribing to the project
and signing the Declaration of Intent will be announced at the Convention.
Follow -Up
The Florence Convention will be followed by; a
series of encounters and on-going dialogue between ALTER-Europe in liaison
with the Lead Cities of the project, the vehicle manufacturers and alternative
fuel suppliers and the trades unions involved in vehicle production and
use. The Prefecture of Athens has agreed to organize a working conference
on this basis with the vehicle producers in the spring of 1999.
Participation
Subscription to the ALTER Project entails no fees
for the cities or local authorities concerned. Nor are cities obliged to
participate in the Florence Convention or the Athens or other workshops,
although this is very much encouraged to reinforce the message to vehicle
producers that the cities of Europe are serious in their intent to secure
a demand shift to cleaner vehicles.
Information
The main implication of involvement of an individual
city or local authority would be to agree to
transmit information to the central ALTER Project
data base:
1. on the categories clean public transport vehicles
with which they intend to replace existing fleets
(buses. ambulances, refuse vehicles etc.) or
the conversion of existing vehicles over a given period of time such as
2000 to 2002, 2000 to 2005 etc.
2. on their anticipation of the categories and
possible volume of private vehicles which would need to meet clean emission
standards to gain access to scheduled parts of their cities from a given
date.
This information flow would begin in January 1999,
with cities providing the information as and when they can. In turn
the cities participating in the ALTER project would he given information
of
manufacturers estimation of the potential economies
of scale at given levels of demand with the
implications for lower cost of the vehicles and
higher value for the cities.
